Setup continuous integration pipeline with GitHub Actions and Google Cloud Run.

Overview of pipeline

When a commit is pushed to main branch, deploy workflow is triggered by GitHub Actions.
deploy workflow builds client & server docker images and uploads it to Google Cloud Container Registry.
deploy workflow deploys the uploaded images to Google Cloud Run.

Extras

Add docker-compose.yml file for easy local testing.
Setup reverse proxy for API routes.
